I explore most in Skyrim. In Morrowind, I like to stick to quests just because the nature of the combat system makes it very easy at lower levels to end up dead due to one high level NPC. In Morroblivion, where I know I can whittle down a single high level NPC on the road if I time my hits and blocks correctly, I explore much more.
I wouldn't dare explore in vanilla Oblivion. Everything being leveled to match me? That's a recipe for boring enemies that will, eventually, be all wearing Daedric Armor.
I can agree with that. Although I seldom see NPCs in Daedric armor. A way around that without using OOO is Modular Oblivion Enhanced by thePOSTALdude. It has separate plugins for its different fuctions and has anti-leveled creature/item stuff.
In Morrowind and Skyrim I tend to explore more because of the landscape is diverse. In Skyrim most faction quest lines are so short I finish them quickly but the way dungeons are set up and radiant nature of them made me want to explore more.
In oblivion the bland landscape and super leveled enemies made it boring to just explore, but I did enjoy the quests.
I think Morrowind had the most diverse landscape, filled with many villages, caves, dungeons etc. along with the enemy system made it fun to explore. It wasn't until owning morrowind for a few years that I actually dug in and focused on quests.
Exploring ftw. I only just started to finish the quests in Morrowind's backlog and with TR, PC, Shotn, Elsweyr, High Rock and LGNPC, I'm set for decades ahead for both quests and exploration.

I always did love High Rock, even though I haven't had the privilege of playing Daggerfall.
