I played this quest previously and it worked just fine, so I'll have to test your issue ingame first. I haven't had time to do it yet.

I know this post is over 4 years old, but I'm having the same problem on v064? I meet Tarvyn Faren, tell him to follow me, he says to take him to Pelagiad, but then won't follow me. He even turns around and walks away. Let me know if you want me to gather anything, otherwise I'll just use the console to try and advance the quest.
Just to clarify, you are using the file posted in this thread?
The file won't download properly it just comes up as a bunch of characters.
Whenever you get a page of scrambled characters, go back to the previous web page, then Right-Click on the link and select "Save As Link" or "Save Target As". This will happen most often when trying to download a filename that ends in ".esp".
BTW: I confirmed that this bugfix is not part of Morroblivion Unofficial Patch or the Unified Patch. So I recommend everyone download and use it, until v065 comes out.

Similar thing happened in Mages Guild's Escort Itermerel quest: the NPC followed me to the tavern but wouldn't let me advance. I asked him for the notes but he said not until we arrived the tavern, which we already did. So I just pickpocketed his notes and completed the quest. No console was needed this time.
Use the fixes. I recently completed the quest without difficulty.
Double checking this issue, seems people are still having it as of v066 with the updates in Dagger Galore Patch. It has been reported to the Bug Tab on Galore nexus page.
